John attended the common schools and a private school in Quincy; was graduated from the law department of the University of Iowa City inJune 1874. He was admitted to the bar of Illniois in September 1874 and commenced practice in Mount Sterling, Illinois. Appointed master in chancery for Brown County in 1886; reelected in November 1890 and served until October 2, 1892, when he resigned, having been nominated for Congress. He was elected as a Democrat to the Fifty-third Congress (March 4, 1893 - March 3, 1895), was not a candidate for renomination in 1894.17
